WSH Guideline of Confined Spaces

Overview
Curriculum

This training course on confined spaces safety is designed to address the life-threatening hazards associated with working in confined spaces, which are high-risk environments found across a wide range of industries. Confined spaces, such as tanks, silos, and storage vessels, present serious risks that can result in fatalities or severe injuries. According to the Workplace Safety and Health Council, approximately 10% of workplace fatalities in Singapore stem from accidents in confined spaces, making the implementation of proper safety practices critical for safeguarding workers.

The course provides detailed insights into past incidents and identifies common contributing factors to fatalities in confined spaces. These factors include a lack of risk assessments before work begins, inadequate safe work procedures, poor emergency response planning, and the absence of atmospheric testing. Additionally, insufficient ventilation, improper supervision, lack of training, and ineffective management of contractors and subcontractors have all been highlighted as major risk contributors. Another dangerous trend is the involvement of untrained co-workers attempting rescues without proper personal protective equipment (PPE) and emergency response protocols, which has led to further fatalities.

Participants in this course will learn to mitigate these risks by conducting thorough risk assessments, developing safe work procedures, and establishing effective emergency response plans tailored to confined space environments. The course will also cover essential practices such as atmospheric testing, ensuring proper ventilation, and implementing strict supervision. Special emphasis will be placed on proper training for workers, supervisors, and rescue teams to ensure they are well-equipped to manage confined space operations safely.

By the end of the course, participants will be well-prepared to implement the necessary safety measures to meet legal requirements, reduce risks, and enhance overall safety when working in confined spaces. This includes gaining a deep understanding of rescue procedures and ensuring compliance with best practices to prevent further accidents and fatalities in such hazardous work environments.
